Screen lagging media/games?

Okay, I have noticed this weird little bug since I bought my laptop and wanted to know if there was a work around.

The problem
Basically when I run any type of media that is below a 720p resolution, I get black bars on the sides of the screen and the system preforms better but at a huge quality hit making some videos and games virtually useless. My brother has a laptop as well and we basically have the same specs so comparing both systems was pretty easy since the only difference that I think impacts anything was the graphics card. ( I'll post both computers specs at the bottom )

The Test
Using APB Reloaded, VLC Media Player, Borderlands 2, and GTA IV all with the exact settings of 720p with medium settings His Hp pavilion g7 kept out preforming my Dell laptop. After different tests on graphics changes mainly resolution, we noticed that every time I was using a resolution below 720p the game/media wasn't even worth using because videos were just black and games had a 10-15 fps max. The main application with the biggest impact was APB Reloaded with my computer clocking at about 10-15 fps at medium and my brothers at 35-40 on high. I thought it was the screen because after plugging in an old monitor the game preformed much easier and the same results came with an HDMI as well.

Any suggestions?
I don't know if there is any way to fix this or I just got a crappy computer. Any help would be appreciated.

OS: Windows 8.1 64 bit
Processor: AMD-A10-5745M APU 2.1 GHz 4 cores
Ram: 8Gb
Graphics: AMD Radeon HD 8610G

Hp Pavilion g7:
OS: Windows 8.1 64 bit
Processor: AMD A8-4500m APU 1.9GHz 4 cores
Ram: 8Gb
Graphics: Amd Radeon HD 7640G
 
The first system will be noticeably faster than the second one, which one is yours?

Did you check with the vendor's support site for newer drivers and also the requirements for the games you are trying vs your specs? VLC media player seems to be having issues with some systems running HD video, I have not seen that issue with any of my computers but there are several posts were people with newer computers can't run HD video in VLC, I have not seen a solution yet for that.
 


My Laptop is the Dell Inspiron 5735.
Dell was very helpful in helping me keep up to date and its set up to update every Saturday at a specific time.
Requirements turn out fine especially on "http://www.systemrequirementslab.com/cyri" which says that I have no problems with system requirements or anything, it just keeps saying that my operating system isn't compatible. I know its not the operating system because of patches and players report playing just fine. I have Never had any issues with VLC so far since I have used it. Mostly the games are the issue. Yes my system is noticeably faster when it comes to multitasking, but when it's gaming its turns to the exact opposite.
