I have a friend who is going to build a gaming computer. He doesn't trust anything. Government, Windows, Nothing. He needs to know how to make his computer surveillance/hack proof. He would still like internet connectivity. Thanks!

Connected to 'the internet', nothing is "surveillance/hack proof".

Unplug the Cat5, and put on the tinfoil hat.

too late.. NSA have already tracked your friend through your post. .and now have him/her targeted as someone who has something to hid.. so he/she will be hacked to buggery if they ever connect to th einternet..
And even if they don't connect to internet - surveillance will track what going on on their PC through fluctuations in the mains supply to the house..

Especially now I have said "Al-Qaeda" !!!
