Send audio to phone sound card

I need 2 separate audio outputs and would like to use my phones. The problem with all the audio streaming apps that i have found is they send the data from the sound card so my computer will play the same thing on both.

Is anyone aware of a way that i could do this?

I am not sure I get your problem, but if you want two different apps to output sound on two different audio outputs (eg 3.5mm, and HDMI), it's quite easy:
- from Audio properties, make first audio device "default". Start your first app, make it play
- from AUdio properties, make second audio device "default". Start your second app.
