neither both are dead systems, especially the Vita. You'd be far better off saving money and waiting for sony to drop their new PS4 model (summer) which is sure to drive the cost of the old models down further.

and PLEASE! for the love of all that is holy, DONT save money and waste it on a "4k consol" the mere notion is utter ridiculous and the marketing stunts are getting ludicrous

Save your money, and get a xbox1 or ps4 like others suggested or a powerful gaming desktop which always superior to any consoles.
