Should I upgrade ram with 4gb on hp 6930p, Core 2 duo, Window 7 will perform better or not?

If you have less than 4 GB then yes going to 4GB will make the system run better, if the rest of it is not an issue. Adding RAM won't make the CPU crunch numbers faster or make gaming faster in many cases. More RAM is better than less RAM.
