shutdown restart option

I use Classic Shell with WIn 10. I want to know how to change the default shutdown option to restart. I cant easily revert to the regular Win 10 start menu if necessary

Is that even possible with Classic Shell? I doubt it.

I have changed it on my desktop but can't remember how I did it so that I can change my laptop.
