Smartphone with a future built in pc computer

I'm 75. Using a cell phone from Tracfone. To use Uber I need a smartphone.. I was thinking smartphone because down the road I want a smart phone to replace by 4 year old laptop. Cost is an issue. Tracfone does have plans for smartphones. Your feedback. Thks.

What deal? You said cost is an issue. So how much is too much? If it too low, there no smartphone with future build in pc computer
