I have met the requirements to unlock the spacecentre, but it won't unlock.
Anyone else encountered this?

Don't you need 5 or so other cities in the region? One of the requirements
that isn't made clear. If its not that, then sorry I don't know.

I've found the solution: you need at least a 'medium' (difficulty level)
city to achieve the space port.

I managed to unlock it by way of U-Drive-It missions!

ISTR there were railway missions, controlling a steam train to take a secret
agent to someplace by train so the bad guys couldn't get to him first...

There were others, where you had to take industrial materials around, using
the diesel train.
