This laptop is for my mother who mainly will sit on the couch with the laptop on her lap with a cooling doc under. It will mainly be used for email/web browsing but also some minor photo editing and very minor gaming. Windows 8.1 with a touch screen would be preferred that will be up-gradable to windows 10 next week.

The 13" laptop market is more or less crowded with expensive models. I suppose it is because that is the sweet spot for both power and portability. Most 13" laptops start at over $700. 13" Lenovo Yogas starts at about $900 excluding any sales.

The lowest priced 13" laptop that I am aware of is the following Dell Venue 13 for $479 (currently on sale) which has a Pentium 3825UCPU. There is a typo on Dell's website, that CPU does not have the Intel HD 5500 graphics core it only has an Intel HD (Broadwell generation) graphics core. Still that is enough for what your mom wants to do. The next model up has a Core i5-5200u CPU (and Intel HD 5500 graphics core); but it starts at $799...
