Call the carrier and give them as much info as possible. Request the SIM and IMEI numbers if you can successfully verify your identity and ownership. Then call the police. If you have the IMEI and SIM numbers they can track it so long as it's turned on.

There are some steps that you can take with the process of trying to find a lost or stolen phone.
First you want to file a police report and it can come in handy with this process as it may be needed by your cell phone provider or an insurance company.
Next you should contact your cell phone provider an notify them of the lost or stolen phone so that no new charges will be applied to your account. Plus they can advise or help you with locating the phone.
You can register your phones imei and sim card numbers with on online site called 3gadget.com in the off chance it comes across it's data base they can notify you.

You can also try tracking your phone by the imei number or the sim card.

Do all of the above. Also for future reference, there are programs like Avast Antivirus that allow you to GPS track your phone's location, as well as lock it remotely, access the camera remotely etc. There are TONS of anti-theft software on the Google Play Store which may help in a situation exactly like this one. As for recovering your phone, a friend of mine tracked his stolen phone to someone's house. He knocked on the door and requested it back (didn't work). After that he contacted the police and filed a report. Since the Police could not enter the house without a warrant, no charges were pressed and the thief got away without so much as a slap on the wrist.
