Stuck in just a moment

Sons Dell laptop is stuck in just a moment screen for hours he said he was resting it and someone closed it while it was in the middle of resting any ideas on how to fix this?

Have him try shutting it down. Not just closing the lid but actually turn it off.

Then make sure there is no possible way it can connect to the internet, via Ethernet or WiFi. It is important as if it has a way to connect, then this won't work.

Once there no access at all to the internet for it, then turn it on. It should boot up fully and then, once it is going, you can allow internet access again.
