Stuck on applying settings

Not sure if anyone else has this problem, but after resetting my laptop (which is an inspiron 5520) I was brought to this screen. The problem is that it's taking quite a long time to apply some simple settings.

Try making sure the laptop cannot connect to WiFi or Ethernet at all and reboot it.

Once you are past the problems then you can make it accessible to WiFi or Ethernet again and it should be OK.
