I am using Samsung galaxy fit since 6 months. It meets all your requirements and is still cheaper than the other phones. I bought it in 9.5K.

If you wanna buy a phone in the range of 15k to 20 INR then according to me xperia has the best phone in ur price range!! You can check xperia neo but if you can increase your budget a little then I must say the best phone would be Galaxy S. Though HTC Desire, Nokia X7 and LG Optimus Black are other options too.
