What stage is the crash in now - restarted or still down?

If it restarted, press the Windows key and R together then in the Run box, type
cmd
and hit the Enter key.

At the Prompt in the Command form that shows up, type
SHUTDOWN /R /O -T 00
and hit Enter again. That should restart the machine and bring up the StartUp repair options.
