Talk and Text Plan Advice

Me Again. I need help to find a cell phone plan that offers talk and text only, for an older gentleman who wants "NO DATA JUNK". He lives in Salina, KS. He has a cell phone, already.

My TracFone ends up at about $180 for 2 years access.
For someone with minimal actual use, coming out to $7.50/month is hard to beat.
