Tethering win7 netbook to android phone//SW and-or HW

Hello,
I'm Newbie to smartphone/android, am former app developer in DOS days, but I cant sift thru all the WAP/HotSPot jargon: please could someone list in flowchart the minimum smartphone specs needed to tether the phone to my netbook/via USB or BluTooth/ so I can use Phone as cellular modem for netbook (surf web anywhere near cell tower signal) (and get android phone for apps development on the side--why I want a smartphone to begin with).

There are tons of phones that can do that, check with the cell provider you use. About the only service that does not have tethering would be the cheaper carriers like Metro PCS.
