The cursor on my Toshiba laptop C75D-C7224X shows up only when I start my computer. As soon as the desktop opens up the cursor is gone and I have no way to navigate.
So it works up to the moment Windows takes over. Is it controlled by a trackpad or a mouse? If the settings tell the trackpad to disarm itself if there's a mouse in the system, maybe the mouse has a problem and can't take over.

Try pressing the F5 key that usually helps. This will locate your cursor.
