The most cost effective av programs are the free ones -- AVG and Avast seem to be among the best.

Add Avira Antivir to the list of good n free Antivirus programs.
These free ones do however come with limited features. For instance some don't have anti-spam/anti-spyware features or a built-in firewall etc.

So you may have to find free apps that fill-in the gaps as well.

Microsoft security essentials is free, fast, and very unobtrusive. Includes anti spam and spyware. I have been pleased with it.

Yes, also heard good things about Avira and MS SE. SuperAntiSpyware or Malwarebytes are often recommended to supplement the above programs.
