Check with device manager to see if its seeing anything in there at all. I think you can run > devmgmt.msc (i think thats the command, dont really remember). But its in control panel I believe under system. Atleast for windows 7 are you running windows 10?
Also try something else in those USB ports. Maybe a plug and play USB mouse. If the mouse works the ports are ok.
I noticed on my laptop that when it was plugged in, all the USB ports worked. When it was unplugged (running on battery), only the two rear ports worked.
