how to connect a Toshiba laptop charger on dell d 600 charger plug if that dell adapter has inside wall,outside wall and center pin but Toshiba adapter has inside wall and outside wall only?

The voltages and amperage are undoubtedly different between the two laptops, even if the charger's connectors could be used interchangeably the differences between them would blow out the battery, motherboard, and maybe some other components. Like the first poster said you should just get a new charger, they're pretty cheap if you go online.

I bought my charger for my Gateway M-1624 at Ebay for $9 over a year ago and it's never had problems.

Getting them at a store can be expensive because stores tend to have universal chargers for multiple laptops instead of chargers for every laptop model. These chargers can be used with different laptops because they are designed for it with multiple output voltages and/or amperage values.
