Unfortunately some Toshiba "smart" TV's like mine (32L221U) claim to have built in apps but only support Chromecast connections from an Apple or Android portable device. If there is nothing in your menu under settings on TV to connect directly to the internet you may have one like mine.

In my opinion this was false advertising in my case. I bought a smart Bluray player to bypass having to tie up one of my mobile devices but am getting bad audio delays I don't get with Chromcast. Exchanged Bluray player and problem still there.
