Toshiba black screen flashing cursor

Hello,
When I turn my laptop on the toshiba sign appears but then the next screen is black and no matter how many times I turn it off and on it still remains black with a blinking white cursor in the top left corner i don't know how to fix it.
Can someone help me please?
