Can track my stolen laptop with its serial number and ip address?

Sorry, the laptop serial number is not ever transmitted out over the networks or onto the internet.

If you know the MAC address of the network adapter and if the laptop is attached to any network you have access too, the network sysops might be able to trace the laptop by it's MAC address.

The MAC address of the network adapter is only visible in the local network so you'll want to talk to the system admin. He'll be able to 'see' the MAC address attached to his network.

If your missing laptop is NOT attached to the local network there isn't any way to track MAC addresses across the internet.
