Tried to Lock/Unlock -doesn't boot up still

I tried to remove the battery put it back in.. and also tried turning it on in Lock and Unlock position. It still doesn't seem to boot up. I had been for a vacation and left my laptop unplugged from power and untouched for 3 weeks after which I am facing this issue. Could someone help me over please?

Do yo have wall power plugged in? Does it turn on at all? Try it without the battery.
