trying to connect my gallexy lll to use my laptop for the internet

My internet in my home is temporarily knocked down how can I connect my gallexy 3 internet to my laptop. I have the USB connectting them both. Whats the next step?

To tether you don't even need to connect via USB, you can get a free app on the play store that does it for free. Unless you have tethering as part of your plan, then I don't know how. T-Mobile would charge me $15 extra per month to tether, so I rooted and do it for free.
