Solved! trying to stream on twitch.tv but stream is unbearably laggy

I have a gtx 1070ti, i7 8700k and 16gbs of ram. My main problem is whenever I try to stream it is always laggy no matter what i do even when i go to 720p and 2500 bit rate its just unbearable eve tho i have 11 upload and 180 download. if anyone can help me fix this problem it would be very appretiated. btw i have tried streaming on my graphics card instead of my cpu but to no avail.
