TurboC has been "modern" twenty years ago, something like that. If this is what you are learning in your school - run away, they will not teach you anything you can use in the modern world!

Microsoft' Visual Studio is the best C/C++ development environment under Windows, and is free.
 


The C language is fundamentally the same as it was when it was first standardized. While TurboC may be dated, it's still a perfectly valid teaching tool.
 
The C language has undergone large changes since the first standards. The latest standard was ratified in December 2011. The Borland C compiler predates this by over a decade. It makes little sense to use Borland C on Windows when the Microsoft compiler is freely available.
