I have older Vizio it turns on but blurps in and out for about a hour then all of a sudden its clear as long as I don't turn it off it works great

Solution
sounds to me like something needs to be warmed up. My speakers AMP used to do something similar.
my guess is the high voltage supply for the backlights or the main power supply.

Sounds like some bad electrolytic capacitors on its inverter board. When caps on the power/inverter boards go bad (and they use cheap caps so these fail pretty often) the TV/monitor will flicker a lot for a while until it "warms up". The caps themselves usually (but not always) will bulge at the top (you can see this in the picture here: http://www.capacitorlab.com/visible-failures/ ). I've fixed a number of TVs and monitors by replacing bad bulging caps with quality ones. If you are comfortable soldering components (they won't be surface-mounted) then head over to badcaps.net, join-up and post a question listing your monitor's make/model and symptoms: https://www.badcaps.net/forum/

Here is a basic guide to replacing bad caps on a specific computer monitor (the process will be a little different but similar on your TV): http://www.ccl-la.com/LCDrepair9.htm

If that looks too daunting or you're not comfortable with a soldering iron or general component repair then I would start saving up for a new TV. The problem won't get any better, only worse. A repair shop would replace the entire power/inverter board which would cost too much. Unfortunately, most TV repair shops won't do individual component replacement - they just order an entirely new board (complete with the low-quality caps). Hope that helps! Good luck!
