TV Won't Turn On

I have an element ELETT221 22" LCD HDTV that will briefly turn on before turning off again. The power plug gets very hot and I can hear a buzzing noise coming from the plug and tv before it turns off so I can't tell if it's a problem with the TV or just the plug.

are you using a transformer? my transformer also produces sounds but i just turn it on and off and sound is gone.
