Twinkle on android?

My employer uses this little tool called twinkle for communication on their ubuntu PCs (Yes, the really like freeware...).

My question: Can I get this twinkle or any program that uses the same "mechanics" to run on my android tablet? My biggest problem is, that I don't know how twinkle works and what kind of software could be able to connect to the same server that transfers incoming calls to twinkle.
