Two Button Restart?

My new Inspiron 13 7000 Series laptop wont boot up. This happened once before and the Microsoft guys told me about a two button restart that worked, but I forgot. Do you know about this?

Well if it isn't starting, then you would not be restarting it (as the title states). If it isn't turning on at all, you need to get it to turn on. Now if it is turning on and getting stuck at some point, that is different.

So what is happening exactly?
