Unable to get into the BIOS

I have an old Tosiba-Siemans C-Series Lifebook laptop. This laptop has
been on its last limbs for ages and I have just found the Utility /
Windows 98 disks. The isntructions advise that I change the boot
sequence to boot from the CD-ROM first so that I can then go through
the process of putting the laptop back to its original state. The
problem is that it takes a long time to boot up and go onto the
Windows login screen. During this time all I get is a blank screen. I
press F2 as advised, it beeps and then just carries on its merry way
to the Windows login screen. Its as if I had ne ver pressed the button
to tell it to go to the BIOS. While the laptop does everything else it
is told (albeit extremely slow) this is a major stumbling block to
getting it back to its original state.

Is there anyone that can help with this problems?

One obvious thing is, the F2 key might be defective. Or, is really F2
the key that needs to be pressed?

Most Toshibas, other than the ones built by Compal, require the ESC key to
be pressed on powerup to enter the BIOS setup. The Compal units do use the
F2 key since they use a modified desktop motherboard BIOS, usually Phoenix.
