I bought it frim another country..so if i insert the sim it informs me that the sim slot permanently locked

It won't work because the companies stick together. The only people who could unlock it legitimately are the Service Providers to the last owner.

I'm sorry to say that you have a brick there so use it to keep doors open and buy another phone that isn't locked.
