Underperforming Gaming Laptop

I quit using my gaming laptop for gaming for a while and only used it to watch youtube, movies e.t.c. I recently decided to start gaming again however I have seen a huge drop in performance from my PC in all games. For example I used to be able to run rust on pretty high settings but now even on the lower settings I suffer frame rate issues, it might be worth noting that these frame rate issues only occur in games when I move look around in the game, run fast in the game (e.g loading in other areas in rust) or perform any tasks in the game (e.g kill an animal on rust)

The things I have tried to fix this so far are:
resetting my pc (selected keep all files)
tweaking power settings to high performance
setting games to high priority on task manager
turning off game dvr
setting special launch options on steam in games
updating graphics card drivers
running multiple antivirus/antiadware/antimalware e.t.c programs (e.g malwarebytes and norton)
changing settings to high performance in nvidia control panel

Here are my laptops specs -

Model: Acer Aspire VN7-592G
Processor: Intel Core i56300HQ CPU
RAM: 16GB
GPU: NVIDIA GeForce GTX 960M 2GB

I am feeling at a loss and any help would be greatly appreciated.
