Can a Samsung galaxy j7 be unlocked and use on verizon

You would have to get it unlocked via the company you were using originally (the original carrier/service provider).

In regard to using it with a specific carrier/service provider, aka Verizon, well it would depend on what carrier/service provider it came from. To work with Verizon, it would have to have come from another CDMA carrier/service provider.
