If you went from Jelly Bean to ICS, you would be DOWNGRADING. Jelly Bean is a newer version compared to ICS.

Android L is still in Beta. It still isnt released for public. The android L is a developer edition for developers to work on it. Probably android L would be released in the coming months and if it is available for your phone you can upgrade it then.
