How do I know whether the laptop is charging
or not when its in power off (shut down mode)

There should be an LED where the charger plugs into the laptop, on most laptops, that changes color depending on whether it's charging or charged. As to whether or not its actually charging, you'd need to be in windows to determine if the charger is actually working or not.
