VGA TV tearing, vsync won't work.

I have my laptop connected to my TV using a standard VGA cable, as this is all my laptop supports.
Everything looks fine, great even, but no matter what I do, I'm getting noticeable tearing in games and videos, regardless of resolution.
In the games, I have vsync turned on, and triple buffering when available.
Also, I've made sure that Windows 7 is outputting 60Hz (the highest the TV supports) and, once again, the tearing applies during low resolutions, AND high resolutions.
The output is fine on the laptop display, but tears on the external (TV).
Could it simply be that my TV hates VGA?
 
The first place to start is the VGA cable. if you have another laying around, use that to see if the problem persists. If that doesn't work, try updating the graphics drive for your laptop via the manufacturer's support site. Try those ideas and let us know how it goes.
 
I just tried another VGA cable which I know works, for a fact (I use it on my other PC with monitor) and I still get tearing.
And yeah, I've updated the drivers to the newest.

Something tells me that my TV just can't handle VSYNC through VGA, although, I don't know much about that.
