Virtual Audio Cable - getting it to do what I need?

Windows 8.1.

I researched and found this software, but after managing to install it, it looks like Greek to me.

What I want to do is this:

I want to be able to play an MP3 music file and have it play on my PC's speaker AND be sent to the BlueTooth audio output, so my parrots in the next room can also hear it and enjoy it.

Can that be done with this?

Virtual audio cable is very technical and does get a lot of interference that I have had in the past. you should try an easier one like this -http/www.chevolume.com/

Or if you can't get it to work with software you can split the audio output and connect both your speakers and an external BT transmitter.

Whew. New and untested?...

Just tried it. It creates a cool looking panel but the Windows Media Player STILL only plays to the default device, not both at the same time. So I STILL have to go into Playback Devices and enable one or the other. If I enable both the PC and the bluetooth, it only plays on the PC.
