Yes. Keep in mind that the external drive (HDD) will store no other data. It will be totally dedicated to storing the recovery data. That's why they suggest a USB flash drive.

ok, good to know. when a partition has been created on the USB, can a backup partition be copied to a DVD or can it only be copied to another USB

Just make another and this time save it on a DVD. I save mine on re-writable DVDs.
