There are no phones made specifically for gaming, only the specs of the phone dictate what you can do with it. A "gaming" phone with a good camera would not be a "budget" one. Need a good video chip and general CPU power for gaming, that means a higher end device.

Probably the most recommended cheaper phone is the Motorola G7 but it's not what I would call a "gaming" phone.
