More storage, lower screen resolution, slow for lack of SSD, but Dell is the best laptop.

On a budget, I would look for a used or refurbished Lenovo thinkpad.
Your needs are modest and the thinkpad keyboards are superb.

If it does not come with a ssd, plan on replacing the hard drive with your own ssd; it is easy.

I do not know where you can shop.
The Thinkpad T4xx series is very good.
Many were bought by businesses.
They are coming off lease and companies refurbish them.
Here is an example from newegg. You may want to add ram and a ssd.
