webcam locked by another application

My toshiba laptop worked fine until a few days ago, not sure why or how but now i get error: locked by another application?

working on firefox/windows 10.

please help before i throw this out the window.

I know it seems basic, but have you tried restarting (turning it off and back on) the computer to see if it resolves the issue?
