what apps can I use for my PC to send and install new reseted factory android...I want it to be started with new operator.?

After that I formatted my android, I used to start it again but failed....I want to use PC to send new operator to my Android if possible....what apps can I use?

It can't be done. A Factory Reset doesn';t take away Google's control of the device.

If you don't know the account details, give it back to whoever owns it or take to the local Police Station.
