What do I need to look for to see if a smartphone has the capability for HDMI out via usb-c adapter and also to see if it works as USB for TVs?

Would need a cheapish phone that can output video via an adapter to HDMI so I don't have to take my laptop with me sometimes. The ability to be seen as an USB by Tvs is a perk, the main thing I care is the HDMI out.
My Motorola One has neither of those abilities. Don't know how to tell if a phone can do that or not by looking at specs.
