It means the laptop is not completely powered down and still drawing a small amount of power from the battery.
It could also refer to 'sleep mode' or 'hibernation mode'

Screen, hard-drive, etc... will not turn off or dim over time to save energy. The power management options actually tell you all that if you look at it.
