What does "not configurable" mean?

In "HP Spectre x360 (15-inch, OLED) Review" for June 7th, Rami Tabari said the laptop was "not configurable." What did he mean by that? If I buy one, should I be concerned? Please pardon my ignorance.

Normally when you are buying a laptop from dell, lenovo, hp, etc. directly from their website they have a button to customize it so you can change the storage/processor/video card/amount of RAM/add a 2nd hard drive/etc. if the machine is not customizable this means you can’t select any changes and have to just order the base model.
