What is AFC Secure Net?

I was running malwarebytes and i got rid of Julbrus.A but It is the AFC Secure Net folder in Program files(x86). What is AFC Secure Net and is it safe?

AFC Secure net is the privoxy proxy software. Did you install that?

I dont know what it is. I didn't install it unless it came with windows. Is it a virus?
