I have a ring video and really need to know what is being said in it. I don’t do much with videos or audio and need some advice on what tools to download to find out what is being said. Also it would be good to know how to access the video frame by frame to slow it down, again something I’m not familiar with. Any advice?

It's without audio? Get someone that can read lips to look at it. To slow it down, most video playback programs can do that, try VLC Media Player.
