If you are talking about a laptop, then forget about AMD's A9 APUs. Most of the models are no better than a 4th generation Core i3 CPU. The higher end A9 APU models could be as good a a 4th gen Core i5 CPU.
Intel's most recent CPUs are 7th and 8th generation. 8th gen Core i5 and Core i7 are "low power" quad core CPUs; "u" model CPUs. They can peak as high as 4.0GHz depending on the model, but because they are low power 15w CPUs (as opposed to normal 45w quad core CPUs) most of the time the CPUs will not reach anywhere near the max clockspeed.
8th gen quad core i5 and i7 "u" model CPUs are still more powerful than dual core "u" model 7th gen (and earlier) CPUs.
